The Government Commission of the Barcelona City Council has initiated the processing of the Special Urban Plan for the Planning and Uses of the Olympic Port. The objectives of the council for this infrastructure are to convert it into a "barrier-free" and better-connected space, in an area that "promotes the blue economy and gastronomy" and that "democratizes access to marine activities." This document constitutes the framework on which the new stage that the City Council is promoting for the Olympic Port must be based since it assumed its management in 2020. The new special plan updates the one from 2006 and includes issues such as the perimeter delimitation of the Olympic Port, the regulation of building and urban uses.

The scope of the plan has an area of 180,925 square meters, of which 103,561 correspond to the land on which the port infrastructure stands – including the Mestral, Marina, Gregal, Xaloc Docks and the Recer Breakwater – and 77,363 square meters to the sheltered water sheet. In addition, a total ceiling of 32,700 square meters is proposed.

According to the City Council, the plan "confirms the commitment" to nautical activities, the blue economy and restoration as "central axes" of the activity of the new Olympic Port. In this last area, it places gastronomic activity solely on the Moll de Gregal, where the new restoration model linked to the Gastronomic Balcony project will be concentrated. A total of twelve companies submitted bids in the public tender to operate one of the eleven premises that were put out to tender and have already been awarded.

Regarding the blue economy, nautical training, dissemination and recreational activities are promoted "so that Barcelona residents return to the Olympic Port and young and old gain a greater relationship with the sea." The presence of entrepreneurs and nautical service companies will also be encouraged, as well as entities that promote innovation, research and the circular economy in the field of blue sectors, reports ACN.

The plan emphasizes the planned improvements to make the Port a more accessible space, with the construction of new accesses to the Vila Olímpica neighborhood and the beach, or the creation of public space specially designed for walking and sports. The city council points out, in this regard, that the works for the new access from the Ronda Litoral, the adaptation of the premises of the Mestral Dock, and the urbanization of the Dic de Recer are progressing "at a good pace". It also announces that the rehabilitation works of the Sailing Center are being tendered.

The special plan also insists on the "need" to favor the presence of green spaces and to bet on renewable energies and waste management, among other measures to combat climate change and increase commitment to sustainability.
