Decisive step for one of the great pending issues of the Port of Barcelona, its road and rail accesses. The necessary investment to make them a reality is already committed. The agreement that includes their construction foresees that the 730.16 million euros that both projects will require will be deployed from this year until 2032, with allocations contributed by the Ministry of Transport, Adif, and the Port Authority of Barcelona (APB).
The agreement, signed in November by the three administrations together with Puertos del Estado and recently published in the Official State Gazette (BOE), stipulates that the investment for this year will be 8.4 million euros, the same as has been set for 2026. The deployment of the investment accelerates in 2027, with 75 million, and then ramps up to 121 million in 2028.
From then on, it maintains a pace of 150 million in both 2029 and 2030, and 140 million in 2031. For 2032, the last year covered by the agreement, it foresees an investment of 77.3 million euros more to complete the accesses to the south of the port of the Catalan capital.
Specifically, the railway access will have a cost of practically 400 million euros, while the road access will require an investment of 250 million, including the road axis and the new link with the Zona Franca and the Pratenc industrial estate. Another 192 million will be allocated to necessary expropriations to build the new infrastructures, and also to the replacement of services that will be affected during the works. The budget also includes another 44 million to carry out other works, such as electrification, control installations, and signaling of the railway ring.
Of the total of 730 million euros, the Ministry will assume 263.8 million through the Directorate General of Roads, while 266.3 million will be borne by Adif, and 200 million will fall to the Barcelona port authority. Despite this forecast and calendar, the agreement establishes that the forecasts may be readjusted "depending on the actual pace of execution of the actions" and depending on budgetary issues. Taking the planned calendar into account, the agreement foresees a maximum validity of ten years, extendable up to seven more, depending on the liquidation of contracts made based on the agreement.
The new accesses will materialize through two differentiated projects. On the one hand, the construction of the road accesses to the A-2 will be developed, and on the other, the road links to the Free Trade Zone and the Pratenc industrial estate, and the railway accesses, including the connection with Can Tunis, actions that will improve the competitiveness and connectivity of the port and strengthen the logistics network of its surroundings as a key international point.
