Green light to the new residential and technological neighborhood of Les Tres Xemeneies in Sant Adrià

The Territory Commission approves the urban plan that reorders 32 hectares between the railway and the sea where 1,783 flats will be built, 40% of which will be officially protected, and a new digital hub dedicated to the audiovisual and video game sector that aspires to become a world reference.

The Territory Commission has given this Tuesday the final approval to the Urban Master Plan (PDU) of the Tres Xemeneies of Sant Adrià de Besòs, which will allow transforming the last great strategic piece of the metropolitan coastline. The Government of the Generalitat emphasizes that the Tres Xemeneies will become a new "sustainable" neighborhood, with diverse uses and dominated by public space.

According to the executive's calculations, about 80 percent of the surface will be allocated to community facilities, streets, squares, and a large urban park of about 10 hectares that will act as a transition space between the coastline and the built front. In addition, the area will host a specialized economic activity sector, the Digital Hub of Audiovisual and Video Games, "called to become a world reference."

The definitive approval of the PDU allows addressing from a supramunicipal perspective a "complex but high-potential" location due to its location and characteristics. The space incorporates, "in addition to the symbolic load of an important element of industrial heritage" (The Tres Xemeneies) one of the main urban landmarks of the metropolitan area of Barcelona and its seafront, reports ACN.

The plan proposes, on the one hand, to delimit and organize a sector of about 32 hectares between the railway and the sea, and from the mouth of the Besòs river in Sant Adrià to the end of the Tres Xemeneies space, on the border with the La Mora neighborhood of Badalona. On the other hand, it foresees transforming, through urban planning guidelines, a larger area of approximately 98 hectares, where warehouses and industrial areas are currently located.

The 32 hectares more directly organized by the PDU foresee 185,302 square meters of housing floor area, which will accommodate some 1,783 new flats. At least 714 (40%) will be subsidized housing, with a surface area of about 70 useful square meters. The density of this new neighborhood, with 55 homes per hectare, will be lower than that of other nearby urban developments, with an average of 79. The height of the new buildings will in no case exceed that of the old turbine hall.

The residential neighborhood will coexist with 99,818 square meters of floor area for economic activity, located mostly behind Las Tres Xemeneies and especially oriented towards the digital, audiovisual, and video game industry. The aim is for this environment to become a "world-leading center" in production, research, training, and professional and service specialization for the audiovisual and digital content sectors.

The Departments of Territory and Culture of the Generalitat are jointly promoting the digital, audiovisual, and video game hub project, the Catalunya Media City, a public-private facility that will feature state-of-the-art studios, spaces for interactive content creation (VR/XR), artificial intelligence project laboratories, 5G and robotics, sound and podcast recording studios, and a Data Center with high connectivity for remote production and editing, among others.

Regarding mobility, a sustainable model is favored, with public transport, guaranteed universal accessibility, and the elimination of surface parking. To improve permeability between both sides of Eduard Maristany Avenue, four connection actions are proposed, such as the improvement of the underpass of Olímpic Street, the overpass of Playa Avenue, the overpass of Ramon Viñas Street, and the underpass of Maresme Avenue.
