The Generalitat's budgets reach a record figure: 49,162 million for services, housing, and investment

The Government of the Generalitat has approved the budgets for this year, new accounts that reach the highest figure in history, with a total allocation of 49,162 million euros. This amount represents an increase of 9,126 million euros compared to the last approved budgets, corresponding to the year 2023, that is, it represents a growth of 22.8%.

The new accounts have as their main objectives to reinforce public services to respond to the needs of citizens, increase investment and promote strategic projects in areas such as housing, infrastructure or energy transition.

More resources for essential public services

One of the great priorities of the budgets is to improve the provision of basic public services. For this reason, the departments that concentrate a greater budgetary allocation are Health, Education and Vocational Training, and Social Rights and Inclusion. In total, three out of every four euros of the budget are allocated to social policies and those linked to the welfare state.

The Health sector will have a budget of 13,840 million euros, the highest departmental allocation in the accounts. Compared to 2023, this department increases its resources by 2,428 million euros. Among the planned actions, the reinforcement of Primary Care stands out, which will have an additional 616 million euros, as well as the incorporation of nearly 6,000 new positions for health and administrative staff.

The second major area of expenditure will be Education and Vocational Training, with 8,356 million euros, 1,642 million more than in the last approved budgets. Among the planned measures is the incorporation of 4,162 new teachers into the educational system and the increase in the allocation for aid for school transport and dining, which doubles to 253 million euros.

For its part, the department of Social Rights and Inclusion will have 4,248 million euros, with an increase of 930 million compared to 2023. In this area, the accounts foresee, among other measures, the creation of 1,000 new residential places and an increase of 118 million euros in the program contract for social services with local entities.

Housing and investment, two of the main axes of the accounts

Beyond the reinforcement of public services, the 2026 budgets place housing as one of the Government's great priorities. The accounts foresee a record allocation of 1,900 million euros in housing policies to increase the official protection housing stock and facilitate access to affordable rental, with the forecast that this item will reach 2,500 million by the end of the legislature.

Another major protagonist of the budgets is the increase in public investment, which reaches 4,146 million euros. In this way, investment becomes a key tool to improve infrastructure and equipment and promote cohesion and territorial structuring. Among the main investments foreseen in the 2026 accounts are the 314 million euros allocated to schools, institutes and Vocational Training centers or the 463 million for health equipment, as well as investments in projects linked to sustainable mobility, such as the Camp de Tarragona tram.

Resources to boost the economy and prepare Catalonia for future challenges

The budgets also reinforce areas linked to the generation of prosperity and economic development. In this sense, close to 11,000 million euros will be allocated to policies to boost knowledge, the business fabric, water management and energy transition. Among the projects with a more strategic vision, the Pla de Pobles, endowed with 400 million euros until 2030, stands out, and aims to contribute to the reactivation of urban centers in small municipalities. Also with a long-term horizon, the Regenera program will be deployed, aimed at rehabilitating degraded residential housing stock throughout Catalonia.

In addition, the 2026 accounts also incorporate resources to maintain the T-Usual and T-Jove bonuses, with an allocation of 194 million euros, as well as 355 million allocated to Rodalies de Catalunya and 185 million for the Local Cooperation Fund. And, in the area of security and emergencies, the call for new positions for Mossos d'Esquadra, Firefighters and Rural Agents is foreseen, as well as investments in fire stations, police stations and judicial equipment.

Beyond the figures, the 2026 budgets outline the main priorities of the Government's action for the coming years. The strengthening of public services, the promotion of housing policies, and the increase in investment position these accounts as a tool to respond to the immediate needs of citizens but, at the same time, aspire to transform Catalonia and prepare it for future challenges.
