In order to comply with public health criteria that advise restricting population mobility during the coronavirus pandemic, the Catalan Tax Agency (ATC) has launched two new initiatives aimed at improving the services it offers and bringing them closer to citizens. On the one hand, it has expanded the payment channels available to citizens throughout the territory, through the network of computerized Post Offices; and, on the other, it has activated a new device ---"L'ATC us truca" (The ATC calls you)--- that will allow taxpayers to file certain declarations by phone.
Thus, since Monday, October 5, taxpayers can use any of the 2,393 post offices that Correos has distributed throughout the State, especially the 315 computerized offices in Catalonia, to deposit the amount of their settlements to the ATC.
In accordance with the Agreement signed between the Catalan Tax Agency and the State Society Correos y Telégrafos, the payment of taxes or other public law revenues, the collection management of which corresponds to the Generalitat or has been attributed or entrusted to it by other public entities and administrations, can be made effective by means of a postal money order in the form of a deposit into one of the accounts that the ATC holds with its collaborating entities. Soon, self-assessments can also be paid.
The payment of the tax or the public law revenue will be considered made on the date on which the postal money order is made by the Correos client, regardless of the date on which the funds are deposited into an ATC account. Correos will charge its clients the fixed rate stipulated for the money order service with the Catalan Tax Agency (currently €1.95 / money order).
Self-assessment of transfer and donation taxes, now by phone
Furthermore, the Agency has activated the "L'ATC us truca" (The ATC calls you) device, with a team of 20 tax professionals who are available to citizens to help them file tax declarations by phone. Taxpayers who wish to receive this service must request an appointment by calling 93 551 51 51, within the hours of 8:30 a.m. to 2 p.m. (except Saturdays and holidays).
Once it has been verified that the self-assessment can indeed be done by phone, an ATC technician will contact the applicant to inform them of the documentation needed to complete the self-assessment and to provide a date and time for the telephone appointment.
The self-assessments that can be processed by phone are those for transfers of second-hand vehicles (model 620), except for transfers of used boats and vehicles not listed in the Order annually published by the Ministry of Finance and Public Administrations; property transfers and documented legal acts (model 600); and donations (model 651).
Property transfers and donations can only be done by phone when the operation has already been formalized in a notarial document, and the appointment must be requested 10 days after the signing of the document (this is the period the notary has to send the notarial record to the ATC).
