They don't quite understand their elders when they tell them they can't go play together in the park. That if the works have had to stop, that if the tunnel boring machine has to rest... They always see each other from afar and wave, but that's all it's been for too long. They are the only young people in a neighborhood that is now a century old, but the L9 and L10 are still not allowed to have a good time for a while and everything sounds like excuses to them.
